I need to pause many of my frames.
Without user intervention - what is the best way to do this?
Is the best way to set the twips to a high number or to copy the frame?
Is there a better way?

The FPS can only be set for a the main timeline so changing FPS would not help. Your best bet is to add aditional frames so that the timing is right. Yopu could, if you were into it script the timing and then save that as a SWF and then import as a clip... this would not be very easy though.
