TTS is Text To Sound. In otherwords, what you type, the computer will 'say'. I found a site that does this translation online and you get to save the file in .wav format. The translator will say ANYTHING. As a bonus, you get to choose if you want a man or a woman to say it. Check it out here

I posted the links to Festival and CSLU toolkits. They do the same thing, but hsve more voices.

both were written for Linux but have been ported to Windows using CYGWIN. You have to download CYGWIN so the download is huge but the CSLU toolkit is funny. There is an app in it with a talking head and another for voice training.
