Actually this is pretty simple or it could be made complex if you want it to be. I will Outline the more basic way to do this by using a Movieclip, If you want I will also show you how to script the effect and how to do it using GotoFrame.
1. Select the picture you want or if your picture is composed of multiple shapes select them all by either Draging a rectangle or by holding Shift and selecting each shape individually.
2. Convert this selection to a Moviclip by pushing the convert to movieclip button.
3. Shapes you selected should be in the Movie Clip Editor, the editor looks like a regular movie except that you have 3 added buttons. There should be a Button to take you to the next higher movie and a button to show the next higher movie. While in the MovieClip you will need to Draw a Shape that covers all the shapes in the movieclip.
4. Adjust the properties of the shape you just created by bringing up the property box... this is typically done by either pushing the property box button or by double clicking the shape in which you wish to adjust the properties of. You will need to make the shape have a 100% transparent fill and have a 0 Width for a border. You also will convert it into a button.
5. Now that your shape is transparent and a button you will add an action to it. In this case we are simply going to ad d a simple On Rollover Play Movie Action- consult the KoolMoves Help File on how to apply this action. For an even neater effect we can add an On RollOut effect also.
6. Now that we have our button and an action assigned to it we will add a Frame by pressing the + Button on the Movie Control Bar. In this frame we will Select all and then press the Scale Button. (Select All is an Option under the Shapes Menu). Anyhow you will scale up the movie to the Larger size.
7. You will now Hit the Sounds and Actions Button. You will add a Stop Movie Action to Frames 1 and 2. -See The KM help file for help doing this.
8. Now hit the Button on the Movie Clip Editor. You should be back on the Main Movie's Score/Timeline.

I am almost completly sure this is not possible with 2.8. You do realize that KoolMoves is going on V 3.30? There is already a beta for 3.30. Also note there have been several 3.X version prior to this. V 3.0 came out several months ago and the 3.X series of KoolMoves is signifigantly different than the 2.X series. The 3.X series has much more scripting capabilities than 2.8, has a new interface, has Boning across multiple shapes, has an improved timeline/score, has an internal sprite editor, can handle transparent PNG Images, and much more.
As far as a scriptable mask for V 3.X... I have already posted 5 examples and Frank has done one also. Search the forum using the search utility and you will find it along with the .Fun file and an explanation on how to create it.
You could simulate the Zoom Effect in V 2.8 by using Frame events along a single timeline. Andrew C has a tutorial. You could also play with creating a labeled SWF and tghen importing it into KoolMoves Via Import SWF feature or the Load Movie feature.
