I think it is 4.2.5 with the latest patch. As far as full screen I think you are ok. Always going full screen can distort the web page since everyone has a different resolution. I believe the best resolution to design for is 800*600. You can always change the background color or add a background image. There are others here who may have other suggestions. :)
