I just have a few qeustions.
1: What do you think is the best way to animate?
Frame-by-frame or Tweening.If you think tweening is the best then, How many tweens for defualt?
2: What is he best tool for making stickmen. The line tool or the brush tool?

Tweening and I wouldn't stick with a default tween, as you can adjust the tweens between each frame depending on speed. If you do use a default tween, objects further apart from frame1 and frame2 will create a fast moving object, while setting them closer together between the two frames will give you a slower animated object. Koolmoves default of 6 tweens is a good start but don't limit yourself to it.

The line or pencil tool? Which ever you feel is best for that object. Maybe use both.

I've dicided to use the pencil tool. But in tweening you have to move the original object to get a smooth result. You cant just make a new shape. And with the pencil tool you have a bunch of little points to edit. When I try to move an arm or somthin' I make him look like he has a broken arm. Have any tips?

You can try bones in the cartooning mode. There is an explanation of bones in the help.
