i need an effect that when the mouse hits the movie it makes a water ripple out of the movie (not just variable rings that appear to ripple)can anyone help?

You might try here (http://www.kirupa.com/), I believe there's a action script for a water effect but you might want to learn about masking if you already don't know to get the effect I think you're asking for.
