I want move a little guy with my keyboard arrows or with the mouse,

It requires action scripting. You first put the little guy into a movie clip and use action scripting involving the movie clip. I will let others carry on or provide an example.

Here are three fun files.

Ship.fun is the very basic movement by keyboard.
Spapceship.fun is from flashkit and makes a nice fluid movement.
littleguy.fun lets you move a mc with the mouse.
