Personally, I don't see a point to the auto-scrolling menus. If they were made a bit smaller, they could all be displayed without any need for scrolling. If there isn't some "worthwhile" reason to animate, then why do it?

Necromanthus has one of these. Maybe he could post it for you, then you could change it to your needs. I played with it 2 or 3 years ago.

A good starting point (for you) would be the Site Menu example.
As you can see, http://necromanthus.com is out of bandwidth (and,of course,my KoolMoves section is down).
Unfortunately I'm not at home right now,so I can't access the source files.
