FLV controls (stop - jump to keyframes.)

I'm looking to create a Flash Video presentation that will have controls that allow the user to jump back and forth to different keyframes. I'd also like the movie to play to frame 100 then stop until the user clicks a next button then it will start again and stop at frame 200 etc...

Is this something I can do using FLV's or would I be better off embedding a movie?
