by the way this looks way better exported as GIF. Don't know why. I've always had problems with feathered paint elements in 3dfa.

Okay. Anyway, I tested here and the quality was good in .swf format.

the quaility is better in .swf format if you save the .swf as "best" quality, or include "best" as the quality setting in the display script
