FLV Playback Issues

When I upload videos to play in my player at www.viewbyvideo.tv, the playback seems a bit jerky on horizontal pans, yet this doesn't seem to happen on the raw AVI when exported. This leads me to believe that the issue is in the render.

I'm using Premier CS3 direct to Flash Video. Has anyone encountered this issue before and if so, does anyone have a solution?
