stretching JPS's is the issue

I understand that when i scale or alpha the jpgs i must do it by 99% to stop the wiggles from happening but I need to stretch the jpg. Is there another way to do this ? Like creating a series of jpgs in Fireworks and then importng them ? or maybe PGN's ? or should I just create it in 3d Studio Max 4 and then export the flare as pgn's and them import ?

Are any of these possibilities ?
