AH! I can't find the "frames" box!

When I either hit ctrl+f or go to windows>panel>frames nothing happens! What's the problem? Please help! It's messing me up like mad :)

Probably the frame window is already open???
Try to look for it in the same box with Instance/Effect/Sound.
