Instrument panel

Hello,

I want to make interactive 2D instrument panel in Flash, because Flash can (I hope) communicate through UDP packets.
I designed my dashboard in Corel and I want to make it interactive with simulator.

Please,
Can anyone help me where to start?
Which version of Flash Actionscript I should get?
What about other program which communicates through UDP (I know Blender)?

I found a library for Adobe Flash: AS3 TUIO
but I have no experience with ActionScript

I also found great software from Altia but they cant give me any trial number...

Anyone help pls?
