Bone tool not linking items

I have an arm which I would like to animate with the bone tool, however when I try to use the bone tool it treats the hand and the arm as two seperate things and will not allow a bone to go from one to the other:

While It may look like I have accomplished what I am wanting in that picture it hasn't as when I try to move the bone it moves the hand alone, when i try to make another bone from that one it creates a seperate armature, both the arm and hand are part of the same layer and are not symbols.

The bone tool works best if you start at the shoulder and connect movieclips that way.Attachment 74463

You have to start dragging from one movie clip and finish on the other one or the bone tool wont work.
