Build extensions and export to extension builder in Flash NOT Flash Builder

Hi guys,
I have CS6 Master Suite and am looking to build an extension for various machines that will run Photoshop actions. I am aware of Creative Suite Extension Builder that runs within Flash Builder but I am not 'that' adept with AS3 and wondered if its possible to design the interface in regular Flash, create the buttons etc then research the AS to be able to process the Photoshop Actions. As far as im aware Flash Builder isn't design led so EVERYTHING is done in AS3 meaning i'd have to build the interface in script, which I want to avoid.

Is this possible?
