seeking help to design a banner

hi, I wanted to make a banner similar to the second image, which zooms in when the mouse pointer is on the desired icon, while the other icons of the page get blurred; furthermore, when an icon is clicked, the others fade out applying effects and a new page opens containing the list of the clicked icon’s content.
