Scrollbar Help!!

Hey everybody. I need to know how to create a make a smooth scrollbar from scratch. Not that laggy, one click-per-scroll type of scroll, but the smooth scrolling bar. If actionscript is needed, that's not problem. I just need someone to show me how to do it. And that scrollbar tutorial sucks... Thanks. :smoov:
