By the sound of the initial reports it wasn't a big bomb, it was the congestion charge firm who looks the target... a new level in road rage?

Yeah, sounds like disgruntled congestion charge victim takes justice into their own hands.

I know a guy who works with me who paid something like GBP3K last year for his forgetting to pay the charge and all associated penalty charges.

Nah, he's not the type.
