What is the largest stage that should be used for an entire flash website?
What is the average or most common, and how big can I get away with making the stage?
This is for a site that will be made completely in flash?

Well I would say don't make your entire site in Flash, but I'll assume you're working on a site for an industry where this is common and accepted. I'll also assume you're planning to take proper care in usability, accessibility, search engine optimization, fallback content for mobile, etc.
The answer for the stage size is "it depends". If you want, you can embed your Flash movie to take up the entire browser window, and then decide how you want the content to scale or reflow depending on the browser window size. If you go that route, look into the Stage scaleMode property and the Stage resize events.
A slightly more helpful answer would be you should design for the smallest screen size you expect your users to have. That's probably in the neighborhood of 1024x768, which means a stage size of about 1000 x 700, depending on a user's browser setup.
Ok first off I am a Flash designer for a long while now 10years+ working on a specific project.
I do know about scaling to fit the entire screen but I'm choosing to use a fixed size because there will be video that I do not want to be scaled.
This is a redesign for a site that has a very good paid search engine listing that will not change for many reasons, so I don't have to be concerned with that aspect. But even if search engine listing was a concern there are ways to get flash recognized...
I plan on making a "fallback" or "no-flash" site(html only) for mobile phone users.
I want to go as large as possible without horizontal scrolling of course. This is not going to be possible for all viewers because some will have their resolutions really low, and this is understood.
I just was wondering if there is a standard now for "large"...
This is a kind of "outside the box project and approach".
I might seem to agree with you about the 1024x768 = 1000x700 stage size.

You can scale to fit the screen and have elements not scale. You just set the scaleMode to "noScale" and then write code to handle laying out the elements. It's kind of a pain, but it's doable.
If you want to find out the most common resolution, I'd suggest a Google search rather than relying on the opinion of a few dozen people in a random forum. :)
