For the Movies you want to load on specific frames, create then as external SWF files, NOT Movie Clip Symbols.

Your movie plays: when it gets to frame 14, you have an action on there...

frames are evil. If your using Dreamweaver, why don't you try using and creating library items and templates? Will function very similarly to frames.
