I had the same problem (kinda) The hitTest method didn't work until I switched it around a bit...
if (_root.sovereign.hitTest(this._x, this._y, true))
That should do the trick... Or so I hope.....

Most likely the problem is that the _x of (this) and of the clip "e" are not the same. Instead try using hitTest type method.
Hope this is what you want:
