You can try this, I had an awful time with this myself once.
Make your preloader in your main scene, lable the layer preloader, I generally have it second to bottom up with bottom as first layer...

Don't forget about Fireworks 3......This works wonderfully with flash 5 and Dreamweaver! I feel a must have when creating flash webdesigns.
