That is correct. There will be no Flash 6, it is now called Flash MX. Although the Flash plugin is titled the Flash 6 plugin... not the Flash MX plugin.

Tool Names:

Option1: Scale
Option2: Rotate & Skew
Option3: Free Transform

Basically, it works the same way as any shape tween... make a circle, distort it, shape tween, and everything...
