browser compatibility for links in flash

It seems like all the links i create in flash whether it be a text link or a button link, it looks garbled up in older browsers such as ie 4 and netscape 4.0. they take the text and put in random letters that mean nothing.
Is there a way to create these links so they do not look garbled without having to have the user upgrade there flash player?

I can't say I've ever noticed the problem...

But the best cure would be to upgrade the browsers. That's obvious.
