is there any site out there that has a how to on building a basic "Flash" cartoon character with the uneven shape eyes and face?

What part do you need help with?
Don't know of a site that builds the cartoon from the ground-up and animates it (although I'm sure there is one out there somewhere). Is it the drawing or the animation (or both) that is giving you trouble?

it is the face I am having the most trouble with. I kind of want to give the illusion of 3d with the nose and the mouth.

Highlights and shadows will help give volume to your character. Maybe if you curved the mouth more to make it look like it wraps around the head, it would help give the effect you're asking about.
Just something quick and easy to try.

for your foot thing or whatever, the brain that bounces...did you make the bouncing effect by just scaling and lowering it, then raising and scaling again?

Yes. I used scaling to squash and stretch the brain. I also used the rotation transform to skew it a bit to try to add a little more forward motion, not just up and down.

Try asking in the art and anime forum... those guys are great! I asked for character tutorials a while ago and they where really helpful!
