supervillain
fontographer...
call me old school; however, I use a combination of Adobe Illustrator 9.02 and Macromedia Fontographer 4.1.
However, programs like FontLab 3.0 - actually a very good program, but I have been using Fontographer for years, so I stayed with the familar program - and others (TypeTool, ScanFont 3.0 and others - all are buy software, I really do not know of any shareware/freeware font editors) may facilitate your need.
I hope that your graphic is vector. If not, your fontset will be huge in size, and also non-responsive or 'grainy' to sizes above it's original, created size. I suggest ScanFont for raster (picture) type of graphics to be made into fonts.
Hope that helps...
