Problems with assigning an action.....

ok so its not THAT bad, but it does suck.

Hers my problem(well really my problems is that im new to flash and still learning..LOL) but on to the real problem:

Im making a scroll bar for a window im going to use. I'm reading a tutorial on how to do it and its telling me to assign all these actions but i cant seem to figure it out. I have the first "on (dragOver)" figured out but what about the rest..here is what its telling me to assign:

On (Drag Over)
Begin Tell Target (/Handle)
Go to and Stop (frame number 1 through 20)
End Tell Target
Begin Tell Target (/Text)
Go to and Stop (frame number 1 through 20)
End Tell Target
End On

Like i said, im stuck on where it says "begin tell target". when i click "tell target" in the actions window it puts an "on(release)" and then a "telltarget("")

WHERE DO I GO FROM HERE?!

THanks in advance for helpin out a newbie..i just got flash and i have soooo many ideas and sooooo little knowledge..LOL
