Vectorizing and/or importing graphics

Can I use Flash to vectorize a graphic? If not, what format would a graphic have to be in to import it into Flash as a vector drawing (Fireworks maybe?) and what other program could I use to vectorize it? Does it have to be a certain format to begin with?
