how to create vector video amination?

can someone tell me how to create vector video amination?

what software do i use to convert the video to vector, get it into flash, etc.

The way I have done it in the past is this:

Get Adobe Premiere or some software that lets you export frames as bitmaps. You can either use Premiere to take the colour down and contrast up or use another graphics package - takes ages with a lot of frames.

The files once exported will be numbered pic01, pic02 etc. so they can easily be exported into Flash, where you can trace them.

If anyone knows and easier way then I'm all ears. I got this from Hillman Curtis' great Flash book.
