I want to make a movie with a slow looping background and yet a portion of the movie in the foreground that doesn't loop.Is the way to go about it most simply to cut and paste frames for the background movie in order to extend the timeline OR can I somehow loop the background layer and assign a stop action to the foreground symbols?

Just make the background a "movie clip" this will make the background an independent timeline from the main timeline. Regards, Bill
