Flash Drop Down Menu HTML Overlay

Ok, here's the deal.

I want to design a webpage that includes both HTML and Flash.

I want a Flash menu that covers the top portion of the screen Horizontaly. The rest of the page is HTML. I want to have the Flash drop down menus to lay over the top of the HTML. is this possible?

You can create a second layer with html code calling the menu.swf.
