i'm searching everywhere to figure out how to add a certain filter to an IMAGE.. where there is lines across the image like a tv capture
HERE's an example.. (notice the lines running horizontally)

1.make a new image 2 pixels high and 1 wide
2.Magnify it and make the top pixel black and the bottem white
3.Go to select and select all
4.Go to edit\create fill, and name your fill
5.Open back up your image that you want to have the tv lines in and click edit\fill on a new layer.
6. Change the transparacy to whatever you want and you're done
ou can use your fill over and over so have fun
