DW Layers and SWF

I am developing a site in HTML(DW) with a swf file just under the (DHTML) menu which is located at the top of the page. The fly out menu will expend over the swf file but for some od reason it dose not show and looks like its behind the swf file even though I have it over it. How can I make this work.

I've heard alot of people ask this question.

I know that you can place the .swf on another layer and lay it over HTML, but I don't think it will go over a DHTML menu.

Just my opinion though.
