difference between / and the root commands

hello everyone,
I'm recently learning a few basic things,
can anyone briefly explain to me when I wouild use a .root or when to use a /
for example in a shooter or something a movieclip is imbeded into another one would I use / or .root to tell something outside the clip do perform an action?
