jpeg background

Hi need help with a Jpeg background how would i have the jpeg backgroung stay in my swf file from the begining 2 the end without haven 2 inset a keyframe into the end of my swf file ? THANX 4 the help =) (( im usen flash 5 ))

insert a layer and put it to the bottom with the jpeg in it then insert as many frames as the .swf is
