Can anyone explain to me who I would make the background more colorful? Basically, I want the background to have static designs. My buttons and text would be on top. Do I use layers for this? If I draw everything with Flash, are there more tools similar to Adobe Illustrator or Corel Draw?

You're kinda jumbling your thoughts there...
I know there are other vector programs but I don't know what they are.

    For backgrounds.
By rightclicking you can 'define move properties' and set the base color.
Then what I would do is make a layer on the bottom of everything else that has you picture on it.
(It also doesnt have to be vector, you can import most rasterized image formats like jpg, bmp, png, gif, ect)

I think that there is probably a more advanced method then this but I do not know of it.
