Controlling User Control of a New Window

I've seen other people do this so it's possible. They have a button that links to their main website. However when you click that link, it opens a window that the size has been controlled. For example 55px by 450px. Also all the browser buttons like stop, fresh are gone. The address bar, their personal links, file, edit, view, favourites, it's all gone. So all you're left with is the blue title bar at the top. How do you do that?
