Continuous mouseover making image brighten?

Does anyone know how I can have a picture on a website so that when a mouse hovers over it in different places that it brightens or darkens accordingly.

Check out http://www.kylie.com (Kylie Minogue's official website) to see what I mean.

Would definitely appreciate it if anyone can tell me how to do this in a movie.

Hi Greg

On the home page and I think the second link - the images of Kylie show briefly then fade out then when you move your mouse over the picture shows. On the home page it moves up and down and brightens/darkens and on the second link it just brightens in places.
