Window without a Frame?!?

How can I build a windows without a frame ?
( IE6.x Frame) It should not have a "Windows" frame.
It should only open one window in resolution 600x400
and the resolution should not be changeable.
Maybe it is possible for me , to change the colour
of the titel, there were the "X" for closing the
window is. Can somebody tell me the HTML Code ?
