    does anyone have an idea on how to create a scrollable menu with a grabber that is populated by XML data.

    The menu items must have a rollover and click state.

    What do you mean by scrollable menu with grabber? Are you talking about a vertical, or horizontal menu, and by grabber do you mean draggable, or are you thinking about something like windows, where it's scalable? There are a lot of tutorials on this site about how to use XML to build a menu, so I guess start there and then come back.
