    not using the ease command I mean speed them all up at the same speed

    You mean a temp fast forward type of speed up, or permanent and independent of the main movie's speed.

    The answer is NO. You can't. The frame speed is set once it is set. You can speed up content visually, by removing inbeTWEEN frames, or adding inbeTWEEN frames to the parts you want to play slower.
