    This was done by monopolizing the way that Kool Moves fills with bitmap shapes.

    all you have to do is import your bitmap, then create some concentric circles filled with the same bitmap. Go to select points and play with the points so that they end up looking streched. Scale the top bitmap and then shift it so that it looks like it is refracted. Then in the next frames play with your circles so that they move. You can make it look more watery or add a semi-transparent shape to add to the effect.
