Converting movies to streaming vector-based animations

I've seen this done on a lot of sites.. is there a tool or utility or program that does this quickly for importing into flash? or do i have to do it frame by frame?

I created a test Flash movie from the ZDNet tutorial, which I had to do frame by frame: http://www.tased.edu.au/tasonline/0letotest/sqwirm.htm

But I'm sure there would be ways of doing batch conversion, which I'm sure EgoMedia have down pat (they have HEAPS of vector movies!
