How big has to be a Flash movie to use a preloader?.Is there any rule for this?.

This is kind of a personal preference thing. If you have a big movie then a preloader is must! Remember the attention span of the average visitor is very short and most people will just as soon leave then wait in the dark.
On the other hand, if your movie is very small a preloader really doesnt hurt anything. The exception being if you make an unnecessarily large preloader or have a real tacky preloader and have a classy site.

Start thinking about using one if your .swf file is 25Kb or more.
How you can tell is to test your movie
and choose Show Streaming.
