Head scratcher (Button Question)

ok i'll try and explaine this as best as possiable

if you were to have two buttons side by side(edges toching)
and when your mouse rools over a button the button grows in size by about 25% and is to cover a bit of the next button.

My problem is that when i rool over the button it grows but stays behind the next button. I have tryed layering it and putting it on the same layer.

I am stumped and was wondering if anyone might have a soultion?
