Error opening URL / Error handling

In a standalone program I will load a file with parameters from the last time the program was executed.
But how does I handle the first time where I have not written any file on the harddisk.
If I try to open the file I dont get any error in the compiled flash-file - how do I get that error so I can test that it's the first time the program is running.
