try the 'trace bitmap' function in flash.

1. import jpg in flash
2. goto Modify -> Trace Bitmap
3. save as .ai
4. open in illustrator and clean up image or retrace

the thing where it traces the person in the intro?

honestly, it was probably just traced with the Bezier Pen, over a few layers (so the individual parts could be turned in to symbols)

it might take a while longer but it will get better quality results most of the time.

You could use Steamline to trace the image. Then Import it into Adobe Illustrator and outline the image or outline using dashes. Then you could slice up the image to get specific peices of the image. Import everything into flash and start making your effect.

Thats a pretty fancy site, I must admit.
I would say thats a lot of frame by frame animation, meaning - lots of vector work.
