Animating humans

Is there an easier way to animate people? A good organizational system, that will allow me to get them moving atleast semi-convincingly (i'm working with cartoony looks here) without having a huge library and keeping the layer count down? thanks

thank you, I've been searching for some time on this site and couldn't find anything. I'm fairly new to flash (just started a week a ago) and I haven't seen really any communities until flashkit, its good to know that there are more.
