    We have a simple navigation flash up at
    http://www.usbr.gov/native

    Could someone check to see if it works and is intuitive?

    it works but it's a bit illogical to me...
    couldn't really figure out what was happening

    give the mc a 99% alpha value to avoid the pixelshifting.

    this kind of menu could be easely done in HTML tho.

    I think what might also help is to keep the Titles stationary at the top and in the same position as the other Titles. Keep them consistently placed.
